If you have a fully DX12 capable graphics processor you should see these Feature Levels in the dxdiag Display tab. Is this all you see in Feature Levels ? Others have an option to select DX10 or 11 effects. Some games that use DX9 as well as DX10 or 11 effects will use DX9 if you use low graphics settings in the games setup. The only place you can select which DX effects version is used in in a games graphics settings.
